From Cheng'ao Pier in Jiaocheng District, take a boat to the waters of Sandu'ao. With the sea facing the wind and fresh scenery along the way, you can see clean sea surfaces, smooth waterways, and occasionally colorful new plastic fishing rafts floating on the sea, forming a spectacular and continuous stretch.

The Sandu'ao sea area has the largest yellow croaker breeding base in the country. Walking into the breeding area of Ningde Guanjingyang Yellow croaker Breeding Co., Ltd. in the sea area, you can see five vertical axis wind turbines on the roof slowly rotating with the gentle breeze, and one common horizontal axis wind turbine with long blades still stationary due to low wind. Eight rows of 128 photovoltaic panels on the sea surface form a floating photovoltaic solution, generating an average of 165 kilowatt hours of electricity per day. The combination of wind power generation and photovoltaic power generation can not only provide real-time power for fishing rafts, but also store excess electricity through energy storage batteries.

In recent years, State Grid Fujian Electric Power Co., Ltd. Ningde Power Supply Company (referred to as "State Grid Ningde Power Supply Company") has carried out new power system construction practices based on the characteristics of Ningde's electricity consumption and industrial development needs. It has built "wind, solar, storage, charging, and usage" microgrid demonstration projects in Ningde's offshore fishing and island areas to improve power supply reliability and serve the high-quality development of local characteristic industries.

The "Wind, Light, Storage, Charging, and Use" microgrid project is an intelligent project that integrates photovoltaic power generation, wind power generation, energy storage, and digital energy management systems. It can monitor the operation of various energy subsystems in real time, optimize and coordinate the control of source, grid, load, and storage, complement and optimize multiple renewable energy sources, and achieve uninterrupted power supply for offshore fishing and fishery. In June 2021, Fujian's first demonstration project of offshore fishing, wind and solar energy storage microgrid was put into operation in Ningde.

Microgrid improves the cleanliness and reliability of energy consumption in fishing and fishery systems.

Ningde, with mountains and the sea, has a coastline of 1,046 kilometers and a sea area of 44,500 square kilometers, accounting for one-third of Fujian Province. It has broad prospects for the ocean. Among them, Sandu'ao, with its small mouth and large belly, deep water and wide harbor, is "one of the few in the world and only in China".

According to research conducted by State Grid Ningde Power Supply Company, there are nearly 50000 aquaculture households and approximately 1.2 million fish cages in Ningde city. About 30% of nearshore breeders rely on pulling cables from the shore for power supply, which poses problems such as high cable investment and maintenance costs, low reliability, and significant safety hazards due to unauthorized power supply markups. About 50% of farmers use the "photovoltaic+ energy storage" method for electricity consumption. The lead-acid batteries used have problems such as short service life, large size, low output power, photovoltaic+ energy safety hazards, and environmental pollution caused by the indiscriminate disposal of batteries. The remaining 20% of farmers use diesel engines for power generation or are in a situation where there is no electricity available.

In addition, non-standard auxiliary fishing boats and bait mixers for offshore fishing are powered by diesel engines, which not only have high operating costs and loud noise, but also inevitably cause environmental pollution.

Due to its distance from land, electricity consumption for offshore aquaculture and fishing is a long-standing problem.

Since 2018, Ningde has vigorously promoted the comprehensive improvement of offshore aquaculture throughout the city, transforming traditional aquaculture and fishery rafts, improving the marine ecological environment, rebuilding the order of offshore production, innovating a series of models such as offshore supervision services, management of floating garbage, and application of offshore energy, and has set off a strong new trend of reform in the "floating city on the sea".

In 2021, the Ningde Municipal Government signed a strategic cooperation agreement with State Grid Fujian Electric Power Co., Ltd. to jointly promote the "carbon peak and carbon neutrality" action. Based on the advantages of Ningde's resource endowment, energy supply and demand, and industrial foundation, the overall goal of building a clean energy base along the southeast coast was proposed. State Grid Ningde Power Supply Company, in conjunction with Ningde's accelerated construction of a higher-level "offshore Ningde" project, is exploring the construction of multi energy complementary projects to promote the application of clean new energy technologies such as "wind, solar, storage, charging, and utilization" in the "offshore countryside".

The multi energy complementary demonstration of 'wind solar energy storage' is based on the clean energy endowment, development potential, and outstanding advantages of the lithium battery industry in the Bay Area of the Three Capitals of China. It optimizes the layout of clean energy, deepens the application of electrochemical energy storage, demonstrates the establishment of a market-oriented system and mechanism for electrochemical energy storage, and practices the construction path of 'Three Major and Three First' of State Grid Fujian Electric Power. The completion of the project will greatly improve the offshore power supply capacity and reliability, and help Ningde become a green, low-carbon, business friendly and livable demonstration zone, "said Liu Weiming, Deputy Director of the Development Department of State Grid Ningde Power Supply Company.

Our offshore fishing rafts use wind and photovoltaic power generation. When there is sun, we use photovoltaic power generation. Even without sun, we can still generate electricity with wind, "said Song Xiangguo, Deputy General Manager of Ningde Guanjingyang Yellow Croaker Breeding Co., Ltd." The electricity needed for daily life and office on the fishing rafts is about 4,000 to 5,000 kWh per year, and the surplus of more than 50000 kWh can be used for production. The electric mixer we specially purchased has been put into use, and the production cost will be reduced by more than 60% compared to using fuel engines.

Innovating the application of offshore energy, connecting the last mile of water and electricity supply for offshore fishing and aquaculture, effectively solving practical problems in offshore production and life, greatly improving the convenience and happiness of offshore fishermen's lives, and helping the green and low-carbon upgrading of the aquaculture industry.

The power supply method of "wind and solar energy storage" not only promotes the entry of clean energy into the "offshore countryside", but also ensures the reliable use of electricity for offshore aquaculture projects. Combined with the replacement of electric ships, it also realizes the utilization and sustainable development of clean energy.

In January of this year, the base had its first electric boat, and at the same time, two charging piles were installed: one for household slow charging and one for fast charging. Now it is very convenient to drive an electric boat for travel, "said local farmer Chen Hougui. Electric boats have the advantages of environmental protection, energy saving, low noise, and low cost. For the same itinerary, the fuel cost of a diesel ship would be over 20 yuan, but now the electricity cost for driving an electric ship is only five or six yuan, and there is no noise, which is environmentally friendly and cost-effective.

We plan to purchase five more electric ships. "Chen Hougui, the person in charge of Fujian Minwei Industrial Co., Ltd., started the electric ship and is preparing to go to the fishing and aquaculture base.

Our company has a 50 acre breeding base in the waters of Changyu, mainly for breeding and breeding sea bass, "said Chen Hougui. The feed mixer cannot do without electricity, and the nursery requires 24-hour oxygen supply, which is even more essential. Half an hour of power outage can cause fish fry to die due to lack of oxygen, resulting in irreparable losses.

In the breeding base where Chen Hougui is located, there is also a set of "wind, solar, storage, charging, and use" microgrids, a floating photovoltaic system consisting of 11 columns of 109 photovoltaic panels with a power of 58.88 kilowatts. There is an energy storage cabinet installed in a small wooden house on the water next to the power station. Chen Hougui introduced, "In the early days, the base was powered by submarine cables, but during typhoon, the power supply was unstable and could only rely on backup generators to generate electricity. Now, the power supply company has built a photovoltaic power station, and the base uses photovoltaic electricity. The unused electricity can also be stored. There are 7 sets of batteries in the energy storage cabinet, which can store 100 kilowatt hours of electricity, so you no longer have to worry about power outages.

In the construction of a "wind, solar, storage, charging, and utilization" microgrid, energy storage systems play a key role in energy balance. Whether it's electric boats shuttling on the sea or energy storage cabinets in floating photovoltaic systems, they all rely on a key keyword - "Ningde Era". In 2011, CATL New Energy Technology Co., Ltd. (referred to as CATL) was established, and 10 years later, CATL became the world's largest power battery enterprise. 

In recent years, CATL has developed household energy storage systems suitable for off grid scenarios through the application of microgrid projects, laying the foundation for the global promotion of off grid or high-end household scenarios on islands. At the same time, CATL is developing a marine ship power battery system. So far, about 200 actual ships have been applied in various waters in China, ushering in the "Ningde era" of pure electric ships.

In promoting high-quality development of enterprises, electricity must take the lead, "said Geng Zhangbin, a senior power engineer at Ningde Times." The application of electric ships and energy storage cabinets still requires multi-party cooperation to build a good industrial development chain and ecosystem.

The power grid supports the development of enterprises, and enterprises promote the development of the power grid. In the practice of "Ningde on the Sea" and ship electrification, both sides have contributed to the development of new water energy for humanity.

With continuous improvement, the sea area in eastern Fujian is changing from the outside to the inside. The pollution garbage, once full of white foam floating balls and floating garbage, has turned into a blue "marine ranch". Modern aquaculture of offshore fishing in Sandu'ao is more environmentally friendly, ecological, and safe. The production, quality, and per capita income of large yellow croaker have significantly increased, and the clear sea waves are brushing against the face.

Good ecology brings good benefits, and by leveraging the opportunity, fishermen can make further efforts. Through the integration of fishing and tourism, they can enjoy the "tourism food" of leisure fishing. A number of demonstration sites for the integration of fishing and tourism, such as Xiapu Qixing Fishing Pai, Fuding Jiayang's "Dream of the Sea", and Fu'an Ninghai Village's "Blue Ocean Fishing Song", have emerged on the sea, attracting tourists from all over the world to enjoy the blue sky.

Taking advantage of the construction of the offshore microgrid, our village has taken the path of combining fishing and tourism, integrating the colorful fishing products and cultural resources of Ninghai Village. We have launched the attractive 'Blue Ocean Fishing Song' fishing tourism integration project, which has increased the collective economic income of our village, "said Gong Xianliang, Secretary of the Ninghai Village Party Branch in Fu'an City.

This project fully demonstrates the power grid enterprise's strategy of building a strong energy country, innovating ideas to develop green and clean energy, and achieving leading demonstration. In August 2022, at the National "14th Five Year Plan" Fishery High Quality Development Promotion Conference, the inspection team of the Ministry of Agriculture and Rural Affairs highly recognized the "Wind and Solar Storage and Charging" microgrid project for the Sandu'ao offshore fishery.

State Grid Ningde Power Supply Company continues to promote the construction of new power systems and the integrated development of "distribution microgrid+ energy storage". By accelerating the pilot application of "wind, light, storage, charging, and use" technology in offshore fishing and drainage, combined with the replacement of electric ships, a replicable and promotable pilot experience has been formed.

Photovoltaic panels and wind turbines are installed on the roof of offshore fishing management buildings and waterways, integrating elements such as electric ship charging, distributed energy, and energy storage systems. The ship charging demand, energy storage system, and distributed energy are combined to fully leverage the green advantages of photovoltaic and wind resources, achieve multi-energy complementarity, improve energy consumption capacity, and directly reduce emissions of pollutants such as diesel. It is expected that 360,000 kilowatt hours of clean energy can be consumed annually, and carbon emissions can be reduced by about 345.6 tons annually through electricity substitution. "said Chen Siwei, the project leader of the" Wind, Light, Storage, Charging, and Use "microgrid project for Sandu'ao offshore fishing.

As of now, a total of 288.49 KW photovoltaic systems, 11 KW wind turbines, 5 sets of energy storage and control management systems, 1 set of freshwater systems, and 9 sets of dual gun DC fast charging piles have been completed in the fishing and aquaculture areas of Ningde Sandu'ao, Xiapu Qixing, Fuding Minwei Industry, Fuding Haizhimeng and other centers. Each electric ship is expected to reduce carbon dioxide emissions by 16 tons per year. 

On the basis of electrification, users can reduce diesel fuel costs by 20,000 to 50,000 yuan per year. In addition, a large number of electric ships and the electrification of fishing and fishery winch materials can be developed to achieve the connection and operation of offshore 5G base stations, offshore business halls, offshore meteorological stations, etc.

Plow ten thousand hectares of blue waves and graze the azure homeland. Electric power empowers the new blue ocean, and looking at the current waters of eastern Fujian, the magnificent scene of a new era of ocean pastures is gradually unfolding here.
